Canon Rebel Xti Lens Choices?
I have a Rebel Xti with the factory lens – I am looking for a good All around lens (the one that came with it sucks)
Is either of these good? If so what about the price? They are used –

I don’t know a ton about cameras and such – but I know my lens sucks currently – let me know .. . .

Unless something is wrong with your lens it does not suck. It is not the best lens that Canon makes but it isn’t bad either. Don’t take this the wrong way but most people who say it sucks are not using their camera properly. That’s not to say that there are not better choices because there are.
What is it that you don’t like about your lens?
Are your shots blurry? If so this is probably user error.
Do you need more reach? Then you need to get a telephoto zoom lens. The EFs 55-250mm would be a good choice at $250.
Neither of the two lenses you mentioned are all that good. They are not bad but not great either. The equivalent Canon lenses would be much better. They are also for completely different subject matters. The Tamron is basically the same as your current lens though it has a larger aperture. Focal length though is less than what you already have. The Sigma is a telephoto zoom. It is good for sports and other shots where you need to bring far off objects closer. It also allows close focusing though it is not a true macro. You will lose out on the wide angle end because it starts at 28mm instead of 18mm.
